DIGITAL SILK ROAD: FROM ISOLATION TO CONNECTIVITY AND DIGITAL INTEGRATION

Dear participants and partners, thank you for your interest in the Central Asian Internet Governance Forum and for your active participation in the development of the regional digital agenda.

FORUM CONCEPT

The Central Asian Internet Governance Forum (CAIGF) continues to serve as the leading multistakeholder platform in the region for addressing the complex challenges of the digital age. The theme “Digital Silk Road: From Isolation to Connectivity and Digital Integration” directly reflects Central Asia’s geographical realities, transforming them from a constraint into a strategic opportunity for digital integration.

Held in Tajikistan — a country characterized by mountainous terrain — the Forum will highlight the critical importance of extending digital connectivity to even the most remote areas. It will build upon regional dialogue on adapting global digital trends, including those discussed at the Global Digital Forum and within the framework of the Global Digital Compact (GDC), to the specific context of Central Asia. Discussions will focus on tangible outcomes that can foster a truly resilient, secure, and inclusive digital ecosystem across the region.

CAIGF 2026 will serve as a collaborative space where regional governments, the private sector, the technical community, civil society, and academia jointly explore pathways toward a future in which digital connectivity is not a luxury, but a fundamental service linking every citizen to regional and global opportunities.

The Forum’s agenda and plenary discussions will be structured around three core thematic tracks:

TRACK 1

DIGITAL DEVELOPMENT IN CENTRAL ASIA: TECHNOLOGIES, INNOVATION, AND ACHIEVEMENTS

This high-level session, involving representatives of relevant government agencies from across the region, will explore the multifaceted dimensions of digital development and practical success stories in innovation — from GovTech to AI — addressing economic challenges in the Central Asian context.

The discussion will focus on building a dynamic and inclusive regional digital economy by leveraging emerging technologies and ensuring broad participation in the digital dividends of technological progress.

Key priority topics:

AI for social good: from startups to large-scale implementation — regional case studies across key economic and social sectors

A forward-looking discussion on the potential of artificial intelligence to address regional challenges in agriculture, healthcare, and education, including ethical considerations and the need for human-centric AI governance frameworks.

Data without borders, rights without compromise: cross-border data flows and personal data protection in Central Asia

A multistakeholder dialogue on data governance and cross-border data flows, aiming to develop a harmonized regional approach that supports innovation and trade while safeguarding personal data and privacy.

TRACK 2

BRIDGING THE DIGITAL DIVIDE: TECHNICAL INNOVATIONS AND SUSTAINABLE BUSINESS MODELS FOR REGIONAL TELECOMMUNICATIONS INFRASTRUCTURE

This plenary session will directly address the critical challenge of ensuring internet access and telecommunications services in remote and mountainous areas of Central Asia. It will explore innovative technical solutions and sustainable business models, including satellite telecommunications, to deliver affordable and high-quality connectivity for all users.

Key priority discussion areas:

Terrestrial networks vs satellite technologies: sustainable connectivity strategies for remote regions

A critical assessment of Central Asia’s reliance on terrestrial fiber-optic infrastructure and the potential of low-Earth orbit (LEO) satellite constellations to provide alternative and resilient connectivity solutions, particularly in hard-to-reach areas.

Quality matters: meaningful connectivity, local content, and digital services for users

An exploration of the importance of not only expanding internet access but ensuring sufficient quality and relevance to empower users — including the development of local digital content and services tailored to regional needs.

TRACK 3 

CYBERSECURITY: FROM DIGITAL DEPENDENCE TO DIGITAL RESILIENCE IN CENTRAL ASIA

This panel discussion will focus on the growing cybersecurity threats facing Central Asia as the region becomes increasingly digitally interconnected. Emphasis will be placed on building coordinated and proactive approaches to cybersecurity, protecting critical services, and ensuring a safe digital environment for all citizens.

Key priority areas:

Emerging risks of the digital era: cyber threats, cyber defense, and cyber resilience in Central Asia

An analysis of evolving cyber threats in the region, including ransomware, phishing, and risks to critical infrastructure.

AI security and security through AI: a regional cybersecurity resilience agenda

A discussion on both the potential of artificial intelligence to enhance cybersecurity defenses and the risks posed by AI-enabled cyberattacks, highlighting the need for a regional approach to AI security governance.

 

We would like to inform you that the next Central Asian Internet Governance Forum (CAIGF 2026) will be held on April 10, 2026 in Dushanbe, Republic of Tajikistan.

CAIGF is a regional multi-stakeholder initiative that is held annually in different countries of Central Asia. This format ensures continuity of the dialogue and allows the countries of the region to take turns as hosts, contributing to the formation of a sustainable and inclusive digital future.

In 2026, the Republic of Tajikistan will host the forum. The CAIGF in Dushanbe will continue the tradition of open dialogue between representatives of government agencies, business, technical and expert communities, as well as international organizations.
